ESS Sync Job Invalidates MFA for Some Users (Doc ID 2597648.1)

Goal

There are several users whose 2-factor setup (MFA) keeps being invalidated.  They are all people who have had name changes in the HR system, Oracle Cloud HCM 13, with the latest 13C updates. Every time the sync process, "User identity synchronization from this SaaS instance to the PaaS Identity Store", a scheduled process from Cloud HCM, picks them up, it is invalidating the MFA config for some users.
