How to Automatically Set Preference For Regional Territory for All Users? (Doc ID 2597660.1)

Goal

Preference for Regional Territory should be set default to "Bahrain" where as it is automatically set to "United States". Changing the territory to "Bahrain" for huge number of user seems to be difficult where in we have 1000's of user. So please let us know the options to automatically set the regional territory to "Bahrain" for all users.
