Attribute With Dependant Value Sets Do Not Get Loaded On Document Item Creation Page (Doc ID 2598271.1)

Why is the Item EFF Attribute with Dependent Value Set not getting loaded on Item Document creation page, when the corresponding EFF Attribute with Independent Value Set is selected from the LOV?
There are two Item EFF attributes marked as Required, one with Independent value set and other with dependent value set.
On item Document creation page, when the independent attribute is selected, the dependent attribute doesn't get populated.
The dependent value set works fine after creation page.
