Profile Management :Slow Performance Issue In Skills And Qualification Page

On : 11.13.19.07.0 version, Profile Management
Skills and Qualification page loading slowly.
1. Login as Line Manager, navigate to "My Team > My Team" and select one worker
2. Expand left pane and select Skills and Qualification icon
3. it will take over 1 to 2 mins to display the page for every subordinates that I did not browse before. (every day will encounter same issue)
Alternatively, if HR users navigate the skills and qualification page in My Client Group, same performance issue will be encountered too.
Step: Navigate to My Client Group > Search one employee and then click action "Talent Profile" in action drop down list. It will also take 1 to 2 min to display talent profile
