ORDS Failed To Start and gives ORA-12504, TNS:listener was not given the SID in CONNECT_DATA (Doc ID 2599663.1)

Symptoms

Unable to start ORDS. In ORDS log we can see the following errors:


Caused by: java.sql.SQLException: Listener refused the connection with the following error:
ORA-12504, TNS:listener was not given the SID in CONNECT_DATA
