Goal Description text box is not fully expanded within the Performance Document

When completing a performance review, the goal description boxes are not automatically fully expanded and therefore is cutting off longer goal descriptions. The goal description box has to be manually expanded and it is not very clear that a manual expansion is needed. Is there anyway to default this box to be fully expanded?
