On : 11.13.19.07.0 version, Cost Management

When attempting to close costing period,
the following error occurs.

The issue can be reproduced at will with the following steps:
1. Create cost accounting distribution
2.Manage cost period
3. Check validation

Due to this issue, users cannot be able to close the period
