ACTUAL BEHAVIOR
---------------
Picking Tasks do not assign the inventory that is in transit (assigned by a replenishment).
For example, if have an order for 40 units and trying to replenish a location, it will only be
assigned what is currently available from the location (since the location is ready to be resupplied).
STEPS

The issue can be reproduced at will with the following steps:
1. IBLPN
2. Order Header
3. Replenishment Template View
4. Run Replenishment Template
5. Wave Inquiry
6. Manual Wave
