Symptoms

We are using a planning parameter set that has the parameter "Order Routing Method" set to "Network Routing". A rate record is created with a rate cost that uses the rate basis "Shipment Total Declared Value".

Bulk Plan fails when using this rate record and planning parameter set with the following log entry:
