Payable Invoice created via Invoice Interface Web service has import errors

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1: Execute the attached payload in SOAP UI
Web Service Name: https://<hostname>.oraclecloud.com/fscmService/InvoiceInterfaceService?WSDL
Operation Name: createInvoiceInterface
2: Run the ESS Job: Import Payables Invoices Job
3: Go to Payables > Invoice > Task > Correct Import Error
