Data Access Rules Not Limiting User's Data Access

User was set up with two roles in Payables, Accounts Payable Specialist and Accounts Payable Supervisor. Then she was given data access to six Business Units in both of those Account Payables roles . But when she goes into the Payables subledger to the Create Invoice page and clicks on the List of Values for the Business Unit field in the Invoice Header, she has access to every Business Unit in our company .

We need to restrict which users are able to record transactions in which Business Units. We thought Data Access rules were the way to do that but it does not seem to be working.
