How to Prevent Self Approval of Journals ?

Goal
The customer desires to have their employees be unable to self approve a Journal (i.e. one they have created themselves).
Our current set up involves the rules routing to an approval group which involves people that will often create the Journals, but will not always themselves submit the journal for approval.
When selecting the setting within BPM to skip creator for approval, this only works when the creator of the Journal is also the person that submits the Journal for Approval. This is an issue as the same people will not always submit for approval.
Could you please advise how we can prevent the creator of the Journal from self approving a Journal if they are in the approval chain of which the Journal submitted routes to?
