Not Sending Email Notifications For Failed Interrface (Doc ID 2602684.1)

Symptoms

On: 19.3 version, Input and Output Interfaces

ACTUAL BEHAVIOR
---------------
User has configured Company Parameter: INTF_ERROR_EMAIL_LIST with email id, but Interface failure notifications are not triggering to configured email id.
 
EXPECTED BEHAVIOR
----------------------
System should send failure interface emails to the configured email id

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to the Input Interface UI
2. Upload any wrong data file(e,g, ISS or PO or Order)
3. failure or error email will trigger to the configured email id
