On : 11.13.19.07.0 version, Manage Accounts Payable Balances
ACTUAL BEHAVIOR

User not able to view data in Manage Payments.
EXPECTED BEHAVIOR
-----------------------
For user to be able to access data in Manage Payments to void a check.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Assign seeded AP Supervisor job role and data access to user.
2. User navigate to Manage Payments > Unable to view data.
BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, user cannot void payment.
