Adding additional rows to item EFF attribute group enabled for multiple rows throws the following error -

Another row exists with the same value entered for . Enter a unique value. (FND-2906)

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to Product Management > Task list > Manage Items
2. Query the item and click on specifications tab.
3. Click on the EFF link to add the rows.
4. Enter the first row, enter data, then create new row and add data, then save.
5. Throws the above error.
