Missing Paysheets for Participants from Payment Batch

Information in this document applies to any platform.
Created the Payment Batch and see that the Paysheets were created for all participants except three users.
Navigator > Payments
1. Create Payment Batch for Pay Group (eg. PayGroup RSM) , SAVE
2. Review the Paysheets created and noticed that three participants are missing
3. Check for one of the participant ( David ) :
a. See if participant is already in an Unpaid paysheet for a different pay group ==> No
Participant Snapshot > Select Participant > Manage Paysheets
b. Confirm pay group assignment is valid for the Payment Batch pay date ( eg 6/30/19 ) ==> Yes
Participant Snapshot > Select Participant > Manage Pay Groups
Shows : pay group "PayGroup RSM" from 6/30/19 to null End Date
c. Confirm participant is still active
Participant Snapshot > Select Participant > Manage Participant Details
Shows no End Dates.
When click on SAVE after creating a new Payment Batch, system will submit the following Processes :
( Parent ) Create Incentive Payment Batch
( Child ) Create Incentive Payment Batch : Create Paysheets
There might be multiple child jobs submitted for "Create Incentive Payment Batch : Create Paysheets" depending on how many participants in that pay group.
For user, one of the child job completed with Warning message.
The process log shows :
Batch# 207267 : Creation of worksheets was not successful.
