Symptoms


ACTUAL BEHAVIOR
---------------
When running the FRS report certain users are not able to see the data for some ledger.

EXPECTED BEHAVIOR
-----------------------
Data should be visible for all ledger.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to Bi Catalog
2. Run the FRS report
3. Data is not visible for some ledger.
