Symptoms
When attempting to make a change to a DFF, the following error occurs.
ERROR

Item XX cannot be added to a change order because no changes were made.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1) Enter a PIM item and make a change to a DFF
2) Click Save and Add to Change Order
3) See information message: Item XX cannot be added to a change order because no changes were made.
BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot create change orders for DFF changes.
