Cannot Ship Inventory - Material Status Doesnt Allow Reservations and Cannot Change the Material Status to Allow Reservations (Doc ID 2606803.1)

Symptoms

User is creating a transfer order but is unable to ship the transfer order. When they are attempting to process and ship they get this error:

"The shipment line 9 was not progressed successfully because an error occurred while validating the quick ship process. The reservation was not created."

The material status of the subinventory does not have the 'allow reservations' flag checked. The 'allow reservations' is also greyed out and will not allow the user to uncheck.

The issue can be reproduced at will with the following steps:
1. Create shipment line for material in a lot with material status as restricted
2. Attempt to ship confirm the line
3. Witness the error
