E-Mail Workflow Not Working For Missed Milestones (Doc ID 2606898.1)

Symptoms

 On : 11.13.19.07.0 version, Service Requests

The customer has configured a milestone setup for Service Request and also has created an email Workflow to notify the queue members when the milestone is missed, but the Workflow is not getting triggered.

Below are the conditions for the workflow:
Object: Milestone
Event Point: When a record is updated.
Condition: if(isAttributeChanged('ComplianceFlag') && ComplianceFlag==false ){
return true
}
