When an IDCS User is Assigned to a Group, the Group/Role is not Mapped to Fusion Applications (Doc ID 2607070.1)

Goal

When a group is assigned to a user in Oracle Identity Cloud Services (IDCS) console. It does not sync to the integrated Fusion Applications (FA) instance, despite the "Update" radio button being selected in the provisioning screen.  As a result, the user cannot login in FA via IDCS. We need to give manually access to the user in FA to be able to login.
