Symptoms

On : 11.13.19.07.0 version, Global Payroll
ACTUAL BEHAVIOR
---------------------
 - For several earnings, the process is not picking up the Location segment (part of the cost key flexfield) from the earnings and assigning it to this information element.
 - The requirement is to distribute run results based on the distribution of earnings.
 - The customer has designed an information element which is designed to capture all of the state level employer tax liabilities.
 - The observed behavior is that for several of the earnings, the process does not pick up the the location segment.
 - The behavior is inconsistent however as it is working for some employees, but not for others.
 
EXPECTED BEHAVIOR

 - The customer expects for the distributed costing to distribute based on the earnings received.

STEPS TO REPRODUCE
-----------------------
The issue can be reproduced at will with the following steps:

1. Create the Element Object Group
2. Establish the costing
3. Run payroll
4. Note the issue displayed above
