Symptoms

OIC-Gen2 Instance Creation fails with the following exception

OIC-Gen2 Service Console:
  Cloud Console -> Solutions and Platform - Application Integration -> Integration

Log-in into Oracle Cloud Account:
  https://www.oracle.com/cloud/sign-in.html
This will redirrect to the Cloud Console:
  https://console.<data_center>.oraclecloud.com
Go to OIC-Gen2 Service Page:
  Solutions and Platform - Application Integration -> Integration

This will open a the OIC-Gen2 Service Console:
  https://console.<data_center>.oraclecloud.com/oic/integration-instances

Create Integration Instance -> Create

The exception that is generated:
