Symptoms

On 11.13.19.07.0 version, find that attempting to  Import projects, there are  Error in project FBDI with DFF segment value sets containing bind variables based on  on table based value set with dependencies from previous segments or value sets.

Error:
FND_VS_VAL_NOT_IN_LIST

Steps to Reproduce:
The issue can be reproduced at will with the following steps:
There are 5 project header DFF segments where the values in 4 of the 5 segments are dependent on the previous segment's value.
This has been implemented (as per documentation) using bind variable syntax in the DFF segment's value set definition e.g. :{VALUESET.<value set of a previous segment>}

FBDI is failing to find values for segments using the above config. Import error message:-
JBO-FND:::FND_VS_VAL_NOT_IN_LIST: Control Account "CA70" is not in the list of values.

Business Impact:
The issue has the following business impact:
Due to this issue, users cannot Import projects with   segments with bind variables in the value set WHERE clause .
