Why Journal Approval when attempting to approve the journal did not go to the correct approver? And on Action Log tab can be see the action "Completed with error" ? (Doc ID 2613390.1)

Symptoms

On : 11.13.19.04.0 version, Capture Transactions-Approve Journals

When attempting to approve the journal did not go to the correct approver.
Also there can be see the following error .

You see the action "Completed with error"


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to Manage journals
2. Search desired journal and go to Edit/Display
3. On Journal Batch section click on "Show more" link
4. On Action Log tab can be see the action "Completed with error"

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot post journals.
