You are experiencing two symptoms that seem to be a network connectivity issue.
1)Cannot log into the target OGG admin server and receiving a network timeout error
2)Replicate Trail files are not coming from the OGG Distribution(Source) server.
The Target OGG virtual machine(VM) was bounced.
