The Import Payables Payment Request Process should not fail with error for One Time Payments
STEPS

The issue can be reproduced at will with the following steps:
1. Run the Load Interface File and the import process selected was Import Payables Payment Requests.

The issue has the following business impact:
Due to this issue, users cannot generate the payment for one time payments.
