Symptoms

On : 11.13.19.10.0 version, Accounts, Contacts, Households

When adding a resource to a user, an error is encountered: java.lang.NullPointerException.
The user exists but the TCA party record does not exist.
The user was created with the Resource User REST API but the response was NULL.

ERROR
-----------------------
java.lang.NullPointerException.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create the Resource User using the Resource User REST API
2. The response is NULL
3. Navigate to Manage Users UI
4. Search and edit the user
5. Assign a Resource Role
6. Click the Save and Close button
7. Encounter the error: java.lang.NullPointerException

The issue has the following business impact:
Due to this issue, some fault happening while creating the Resource User and unable to assign the Resource after that through Manage Users.
