Section Weights Not Display in Creating New Performance Section (Doc ID 2619885.1)

After applying update 19C, when creating new section for Performance Document, 'Use section weights in calculation' checkbox does not display in Section Processing.

Steps to see the issue:
 1. Login as System Administrator
 2. Navigate to My Client Groups > Performance > Manage Performance Template Sections
 3. Create a new section
 4. See 'Use section weights in calculation' not exist in Ratings and Calculations under Section Processing
