User Not Able to Enter Data in Entity that is Not a Part of Approvals (Doc ID 2621050.1)

Symptoms

There is an Approval Process place where Entity,Scenario & Version is included . The problem is an Entity is not included in Approval process and ideally a User should be able to enter the data in the same scenario and version in which the Approval process is going on. But its all grayed out.Need help asap so that User can input the data.
