Budgetary control failed error, but journal lines showing as Budget Passed

Symptoms
On : 11.13.19.10.0 version, Post Journal Entries
When attempting to post a journal,
the following error occurs.
ERROR

Budgetary Control failed for the batch. Review the Enter Journals page for details.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Enable the control budget and supplemental rules at Absolute level.
2. Create a journal through "Create Journal page"
3. Reserve funds and post the journal.
BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, user cannot move ahead with the set up of Budget 2020. As they are changing the supplemental rules this time, by not giving the BU, they want to confirm the scenario before migrating to Production
