Run publish account hierarchies ENDING in warning status.

Steps as below:
1. Inactive the project segment in Manage account hierachies
2. Go into project segment and add 2 project codes (abcde and kxyzw)
3. Done the row flattening and online audit successfully
4. Active the project segment again.
5. Go to Publish Account Hierachies to trigger to run
6. Job finished with two jobs, both have warning status.
