Goal

Budget is loaded to Fusion Finance Budgetary Control from PBCS. Once Budget Data is in Fusion Finance, need to load to a legacy system.

Current issue is: what is the flag to identify additional lines so that when picking this budget data to transfer to legacy system to not pick previously loaded lines.
