On : 11.13.19.10.0 version, Planning and Budgeting

When attempting to upload budget through spreadsheet ,
the following error occurs.

STEPS

The issue can be reproduced at will with the following steps:
1. Navigate to Budgetary Control >> Budgets >> Enter budgets in spreadsheet
2. Enter budget amounts and the segment values in the downloaded excel to upload
3. Upload the data
4. Import program ends in error.
