Steps To Recreate:

1. Assign users the following roles/duties:

VIEW_CUSTOM_FLEX_ATTRIBUTES_PRIV
RMS_DATALOADING_INQUIRY_DUTY
VIEW_DATALOADING_STATUS_PRIV
RMS_DATALOADING_TEMPLATE_CONFIG_INQUIRY_DUTY
VIEW_DATALOADING_TEMPLATE_CONFIG_PRIV
RMS_FOUNDATION_DATA_VIA_SPREADSHEET_INQUIRY_DUTY
VIEW_FOUNDATION_DATA_VIA_SPREADSHEET_PRIV

2.Note the following are enabled under Report folder:
a. Without the View Purchase Orders or View Budgets Privs , Reports > Order is displayed.
b. Without the View Transfers, View Shipments and Receipts, View Transaction Data, View Stock Count Units or View Item Inventory and Sales Privs ,Reports > Inventory is displayed.
c. Without the View Import Items or View Letters of Credit Privs , Reports > Import Management is displayed.
d. Without View GL Drill Back or View Stock Ledger Priv, Reports > Finance is displayed.
