Timezone Issue In Oracle SAAS Standard Tables (Doc ID 2627563.1)

Goal

Problem Description

Client business operations are held in EST timezone but when the transactions are processed to the base tables, the timezones are converting to UTC.
We updated the USER> My preferences Timezone to EST but it is not reflecting into Base tables.

Could you please let us know the process of changing the Timezone for base tables from UTC to EST .

If the receipt is processed on 30Nov2019 10:30 PM EST, and when accounted, This transaction not been considered for Accounting as the date in the base tables changed to 1DEC2019 which will fall under Dec-19 Accounting period. But the transaction is targeted for Nov-19 Period.
