Goal Admin Is Not Able To See All The Pending Goal For Employee

Goal
Employee submit the goals. It is still in pending status.
As we are in 19D and using responsive pages, so there is no way for admit to see the pending goal.
We have enabled the classic UI for admin, but it is not showing all the pending goals.
It is showing Pending goal as 0.
