RIB-RMS Item Publisher Adapter Fails With "Unable to publish message to JMS" (Doc ID 2628497.1)

Goal

The Item publisher adapter for RIB-RMS fails and following error messages are written in the rib adapter logs:

Error:
ERROR com.retek.rib.domain.getnext.service.impl.GetNextPublisherCoreServiceImpl - Unable to publish message to JMS.
java.lang.RuntimeException: Unable to parse rounting info string(

Steps to Reproduce:
1. Update any attribute of item in RMS e.g. Item description.
2. Notice a record is queued in ITEM_MFQUEUE in 'U'npublished status.
3. Observe that RIB-RMS Item publisher is down with above noted error.
