Payment Approvals Not Working with Legal Entity Rule

EXPECTED BEHAVIOR

payment approvals should be working based on Payment Method and Legal Entity


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Created payment approvals based on Payment Method and Legal Entity.
2. Create PPR which is matching the approval rules but payment approval is going to all the approvers .


BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot route approval based on Payment Method and Legal Entity
