[ZDM]: Zero Downtime Migration Evaluation Command Fails At "ZDM_GET_TGT_INFO" Step With "TNS-03505: Failed to resolve name" (Doc ID 2630897.1)

Symptoms

Executing the ZDMCLI evaluate command to migrate the database from OCI-C to OCI fails with following error:
[zdmuser@<zdm host> bin]$ ./zdmcli migrate database -sourcesid <source database sid> -sourcenode <source host> -srcauth zdmauth -srcarg1 user:opc -srcarg2 identity_file:/home/zdmuser/key/pvt.txt -srcarg3 sudo_location:/usr/bin/sudo -targetnode <target host> -targethome /u01/app/oracle/product/18.0.0.0/dbhome_1 -backupuser <backp user> -rsp /home/zdmuser/respfile/zdm_template_ocic_oci.rsp -tgtauth zdmauth -tgtarg1 user:opc -tgtarg2 identity_file:/home/zdmuser/key/pvt.txt -tgtarg3 sudo_location:/usr/bin/sudo -eval
