Not Able To Load Data With HSDL For Element Entry Costing (Doc ID 2631784.1)

Symptoms

When attempting to load CostAllocation data with HSDL,
the following error occurs.

ERROR
-----------------------
Object CostAllocation for the source type EE with source name :{Entry_Type},{Element_Name},{Assignment_Number},{legislative_data_group_name}, in the legislative data group {legislative_data_group_name} cannot be created.

Same its working fine with HDL with the below setup

METADATA|CostAllocationV3|EffectiveEndDate|EffectiveStartDate|SourceType|AssignmentNumber|ElementCode|MultipleEntryCount|LegislativeDataGroupName|EntryType
MERGE|CostAllocationV3|4712/12/31|yyyy/mm/dd|EE|Assignment_Number|Element_Code|1|legislative_data_group_name|E
