Symptoms

The following error is seen in self service benefits when changing elections:

Steps to reproduce :
1.Go to Employee
2.Process Rehire event
3.Go to Me >Benefits> Search for Employee>
4.Click on change benefit election
5.Click on Continue

Expected : Should allow the employee to change the benefits
Actual : Error BEN-990184
