ACTUAL BEHAVIOR
---------------
Duplicate records in msc_measure_data

EXPECTED BEHAVIOR
-----------------------
Duplicate record should not be there in msc_measure_data

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1.Prepare FBDI ScpShipmentHistoryImportTemplate.xlsm file
2. Make Zip file of Measure.csv
3. Upload the Zip file using the 'File Import and Export' tool
4.Run the collection using 'Load Planning Data from Files' process.
5.Loading of data is successful but could see, there are duplicate records in MSC_MEASURE_DATA
