Symptoms

Expense delegation is not working for some users.

User emp1 added emp2 (admin assistant) as delegate for Expenses
User emp2 signs into Oracle, Navigates to Expenses, tries to create an expense item for emp1, but he is unable to find emp1 in the employees LOV


EXPECTED BEHAVIOR
-----------------------
emp1 should be in emp2's LOV to add expense report
