 On 11.13.19.04.0 version, Manage Expenses-Approve Expense Report

Actual Behavior:
Process Inactive Employee's Corporate Card Transactions does not generate Notifications or delegate to managers

Process Inactive Employee's Corporate Card Transactions to generate Notifications or delegate to managers.

The issue can be reproduced at will with the following steps:
Run Process Inactive Employee's Corporate Card Transactions see that this does not generate Notifications or delegate to managers
