Fusion Global Payroll: When Attempting to Create Element Eligibility to Extend Element Coverage Getting Error: "The combination of eligibility criteria already exists for this element (PAY-1635752)" (Doc ID 2636533.1)

ACTUAL BEHAVIOR
------------------------------------------

When attempting to create element eligibility via the 'Manage Elements' work area in order to extend the eligibility range to an earlier date, the following error occurs.

Example:

Element was created with an effective date of 01/01/2001, with open eligibility starting as of 01/01/2001.

Since there are employees hired prior to that date, new eligibility is needed in order to extend the coverage.


ERROR

This combination of eligibility criteria already exists for this element. (PAY-1635752)
An element cannot have two eligibility criteria records with the same set of criteria and the same or overlapping effective dates.

EXPECTED BEHAVIOR
-----------------------------------------
 The requirement is to create an eligibility that starts from 1/1/1951 so that all employees can be included.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to Fusion
2. Go to Navigator > Payroll Calculation
3. Click on Manage Elements
4. Search for element
5. Click on name link to enter
6. Create the eligibility starting from 1951/01/01
7. Note behavior displayed.
