Symptoms

On : 11.13.19.10.0 version, Functional Setup Manager

When attempting to import value set values, the following error occurs.

ERROR: Exception encountered. Changes rolled back of batch size 9 for ValueSetCode 001_ACCOUNT_RECONCILE : Error enqueing event: ORA-31011: XML parsing failed
ORA-19213: error occurred in XML processing at lines 238
LPX-00217: invalid character 31 (U+001F)
ORA-06512: at "SYS.XMLTYPE", line 5
ORA-06512: at "FA_FUSION_SOAINFRA.EDN_INTERNAL_PUBLISH_EVENT", line 4


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a value set for any application may for "Application Common" with validation type Independent, and "Value Subtype" as "Translated text"
2. Try to Import value set values with non-English characters in the Value
3. Import log shows above message, though it imports the flex values
