Symptoms

An Error is raised when importing an change order:

A sales order was not created because source order XXXX does not include a value for required attribute BILL_TO_CUSTOMER_ID, on source order line 2.1, with source order schedule 2.1. Provide a value for this attribute, and then submit the source order again. 

 The following payload was submitted using in the Order Import Web Service
