Symptoms

Unable to Import subinventory locators using FSM Import and Export, getting error - You cannot delete combination XXXXX because it is locked.

ERROR

You cannot delete combination XXXXX because it is locked.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Export new configuration package from Manage Subinventories and Locators
2. Fill in required data on INV_INVENTORY_LOCATOR.csv template
3. Import into Manage Subinventories and Locators
4. Review Process Status Detail Log and find the error: You cannot delete combination XXXXX because it is locked.
