Business is requesting to have separate privileges for Create Payee and Create Ad-Hoc Payment.

Use Case and Business Need:

Business want's the Payee to be created by the Supplier Administrator and the Payment to be done by the CM user. Currently, the CM user has access to both create payee and ad-hoc payment and we are finding a challenge of giving the supplier administrator access to create payee as the supplier administrator will gain access to create ad-hoc payments as well.
